feat: 개인정보 수집·이용 동의 프로세스 추가

- QR 라벨에 개인정보 동의 안내 문구 추가 (18pt 작은 글씨)
- 웹앱에 핀테크 스타일 개인정보 동의 체크박스 추가
- 백엔드 API에서 개인정보 동의 검증 추가
- 개인정보보호법 준수 강화
